Today (27th), the Ministry of Education issued a notice on carrying out the "Basic Education Standardized Management Consolidation Year Action", which will carry out special consolidation actions around five core aspects: educational equity, daily management, school management, campus safety, and educational ecology, and continue to standardize the behavior of basic education. The notice proposes the key tasks of "five consolidations". One is to consolidate and improve the level of educational equity, by standardizing enrollment behavior, regulating student status management, and addressing the issue of "hidden dropout", to promote the sustained improvement of equity. The second is to consolidate and improve daily management level, promote the solid implementation of the "health first" concept throughout the entire process of student growth through "sentinel schools" monitoring, optimizing break time activities, strengthening mental health service management, standardizing homework management and exams. The third is to consolidate and enhance the ability of running and managing schools. Through the leadership capacity improvement plan, organizing special training for county and bureau heads, conducting on-the-job training for base schools, and evaluating the reputation of schools, we will promote the implementation of standardized management requirements in every school. The fourth is to consolidate and enhance the level of campus safety, by improving the linkage mechanism, strengthening the investigation of safety hazards, preventing campus bullying, and deepening the "three rectifications", to promote the detailed implementation of campus safety protection. The fifth is to consolidate and build a good educational ecology, optimize the educational environment for students' healthy growth, teachers' dedication to education, and society's respect for teachers through regulating social affairs on campus, building teacher ethics and conduct, strengthening family school social cooperation. The "Notice" proposes 20 negative lists, focusing on six types of issues that affect political security, educational equity, students' physical and mental health, cause excessive academic burden, violate professional ethics, and infringe on the interests of the masses, and clearly prohibit behaviors. Negative List for Standardized Management of Basic Education (2026 Edition) 1. It is strictly prohibited to engage in erroneous words and actions such as anti party and anti socialist, tarnishing the image of the Party and the country, slandering Party and state leaders or heroic models, splitting the country, distorting history, beautifying aggression, or spreading erroneous views through online media, forums, lectures, test papers, teaching materials, electronic products, and other public occasions. 2. It is strictly prohibited to violate the national curriculum plan and curriculum standards, exceed the standard of advanced teaching, occupy moral and legal (ideological and political), physical education and health, art (music, art), labor, and comprehensive practical activity class hours. 3. It is strictly prohibited to assign homework that exceeds the total amount and duration specified by the education administrative department, or to assign repetitive and punitive homework. 4. It is strictly prohibited to violate the relevant regulations on daily exam management, organize exams frequently, and increase students' academic burden. 5. It is strictly prohibited to violate the national and provincial education administrative departments' regulations on arranging students' sleep schedules, causing excessive study time, or occupying students' break time in various ways, and prohibiting students from leaving the classroom during break time. 6. It is strictly prohibited for schools to violate the unified regulations of the education administrative department by starting classes early or delaying holidays, and to organize students to attend collective classes and make up for missed classes during holidays, winter and summer vacations. 7. It is strictly prohibited for kindergartens to adopt primary school education methods, teach primary school curriculum content in advance, or evaluate the quality of kindergarten childcare education through direct testing of children's abilities and development levels. 8. It is strictly prohibited for primary and secondary schools to organize various exams for the purpose of selecting students, or to use various competition certificates, social training scores, grading certificates, etc. as the basis for enrollment. 9. It is strictly prohibited to assess and rank schools based on their enrollment rate or exam results, reward and punish teachers for ranking, promote and hype the top scorers in the college entrance examination, the enrollment rate of prestigious universities, and the enrollment rate. It is also forbidden to hang "University Student Base" plaques or other inducing enrollment slogans on campus. 10. It is strictly prohibited for teachers to discriminate against students and engage in corporal punishment, disguised corporal punishment, verbal abuse, sexual harassment, or other behaviors that insult their personal dignity. 11. It is strictly prohibited for teachers to offer paid tutoring or solicit money from parents through live streaming, knowledge payment, or other means, and to publish and sell anxious content for profit. 12. It is strictly prohibited for schools to deviate from the requirements of cultivating morality and talents, and to formulate school rules and disciplinary provisions that violate common sense, public order and good customs, and have no relevant basis in school management, resulting in unequal treatment of students, harm to the feelings of students and parents, and other management behaviors. 13. It is strictly prohibited for schools to ignore or condone student bullying behaviors such as bullying by the many, bullying by the strong, and bullying by the big. 14. It is strictly prohibited to organize primary and secondary school students to participate in commercial or competitive activities that violate the laws of physical and mental development and do not match their age characteristics, or to engage in fraudulent behavior such as buying and selling time in student volunteer service records. 15. It is strictly prohibited to engage in activities such as seeking personal gain, falsifying information, or violating procedures during the process of students joining the Communist Youth League, joining the team, and selecting class cadres. 16. Formalism in campus safety investigation and rectification, inadequate mechanisms for risk investigation and control, and emergency response measures are strictly prohibited. Major campus safety hazards are allowed to occur, and major accidents are concealed, falsely reported, or mishandled. 17. It is strictly prohibited for schools to fail to fulfill their food safety management responsibilities, neglect supervision of the operation of school canteens, food hygiene and safety, and allow students to consume spoiled or unhygienic food, leading to food poisoning or other foodborne illnesses. 18. It is strictly prohibited to use textbooks in violation of regulations, order teaching aids in violation of regulations, or force or induce students to purchase books, electronic products, teaching aids, stationery, etc. through designated channels in any form. 19. It is strictly prohibited to violate the relevant regulations on school uniform selection, force the purchase of school uniforms, use the purchase of school uniforms for profit, and infringe on the interests of the masses. 20. It is strictly prohibited for schools to violate the regulations on fee management, arbitrarily increase fee items, raise fee standards, expand fee scope, and embezzle and divert various types of funding provided to students.
