On March 30th, the State Council appointed Xie Xiaohua as the Secretary for Constitutional and Mainland Affairs of the Hong Kong Special Administrative Region Government. On the same day, Hong Kong Chief Executive Li Jiachao and Xie Xiaohua jointly met with the media at the headquarters of the SAR government. Xie Xiaohua said that as the main responsible policy bureau, compiling Hong Kong's first five-year plan is the top priority for the Constitutional and Mainland Affairs Bureau this year. Li Jiachao stated that Hong Kong's first five-year plan is led by the Chief Executive, with the Constitutional and Mainland Affairs Bureau of the SAR government mainly responsible for it, and various department heads participating and promoting the preparation work, actively coordinating with the national "15th Five Year Plan"; The Constitutional and Mainland Affairs Bureau is also responsible for promoting the collaborative research and opinion collection mechanism between the SAR government and the SAR Legislative Council. At present, the Hong Kong Five Year Plan Preparation Group is working at full speed and plans to complete the preparation within this year. Xie Xiaohua said that under the leadership of the Chief Executive, he would work together with his colleagues from the SAR government, members of the Legislative Council of the SAR and all sectors of society to formulate the first five-year plan of Hong Kong, create a new situation of high-quality development of Hong Kong, and better integrate and serve the overall national development. Regarding the construction of the Guangdong Hong Kong Macao Greater Bay Area, Xie Xiaohua pointed out that we will continue to cooperate sincerely with Guangdong and Macao, complement each other's advantages, contribute to the high-quality development of the country, and bring more opportunities to Hong Kong. Regarding election affairs, Xie Xiaohua emphasized that the Constitutional and Mainland Affairs Bureau will implement the principle of "patriots governing Hong Kong" and continue to work closely with the Special Administrative Region Electoral Affairs Commission to ensure that fair, just, honest, safe and orderly public elections are held under a well-established electoral system.
