As the backbone of safeguarding national security, the Hong Kong Immigration Department shoulders the responsibility of guarding the country's' southern gateway '. On the eve of the National Security Education Day in 2026, Guo Junfeng, Director of the Immigration Department of the Hong Kong Special Administrative Region Government (referred to as' Hong Kong Immigration Department'), recently stated that cyberspace is becoming a new front for safeguarding national security, and the Immigration Department will strengthen technology law enforcement to fully protect national sovereignty, security, and development interests. The immigration control station is the frontline of law enforcement at the immigration department. The total number of people entering and leaving Hong Kong in 2025 is about 335 million, an increase of about 12% compared to 2024, setting a new record high. Guo Junfeng emphasized that the Immigration Department implements effective entry and exit control policies in accordance with the law and intercepts individuals who pose a threat to public security overseas. From 2025 to February 2026, the Immigration Department refused entry to about 37000 passengers and conducted approximately 15000 anti-terrorism related inspections at various entry and exit control points, intercepting more than 25000 people. Through high-density law enforcement actions, we aim to strengthen the important defense line for safeguarding national security. Faced with new challenges brought by technological development, Guo Junfeng stated that cyberspace is becoming a new front for safeguarding national security. The immigration department actively responds to challenges and extends the maintenance of national security from the offline physical level to the online virtual world. Guo Junfeng pointed out that in order to effectively respond to various types of cybercrime, the Immigration Department continues to enhance its digital forensic capabilities and plans to establish the department's first "Digital Forensic Verification Institute" this year to meet the needs of law enforcement and court evidence collection. In addition, the Immigration Department is developing a new analysis system to integrate and analyze network data and information from different platforms, conduct automated cross platform online patrols, and comprehensively enhance the Immigration Department's ability to investigate cybercrime and collect digital evidence. The Immigration Department continues to strengthen the shaping of its team's values, ensuring that all personnel take safeguarding national security as their own responsibility. Guo Junfeng pointed out that from the recruitment stage onwards, the Immigration Department strictly screens personnel and cooperates with multiple government agencies and universities in mainland China to coordinate the arrangement of new and existing personnel to go to mainland China for training and exchange. The "Mission" exhibition hall located in the new headquarters building of the Immigration Department in Tseung Kwan O is also an important platform for deepening the patriotic values of immigration personnel. Guo Junfeng stated that the exhibition hall highlights the important responsibility of the Immigration Department in safeguarding national security and ensuring the long-term stability of Hong Kong by elucidating its ideals, mission, and beliefs.
