Building a strong military is rooted at the grassroots level. President Xi Jinping attaches great importance to the work of reducing the burden on the grassroots, emphasizing the need to resolutely rectify formalism and bureaucracy, so that grassroots cadres can be freed from red tape, mountains and seas of documents, and welcoming and sending. We must continue to deepen and expand the rectification of formalism to reduce the burden on the grassroots, so that the majority of grassroots cadres have more energy to implement it. We must establish a correct view of political achievements, not set unrealistic goals, not hold meetings that do not solve problems, not issue documents without substantive content, not do things that leave only traces but not achievements, and resolutely overcome formalism and bureaucracy. These important instructions not only profoundly clarify the core essence of reducing the burden, but also clearly reflect the practical direction of the correct view of political achievements. In recent years, from the clear proposal of the "Year of Grassroots Burden Reduction" to the introduction of party regulations to reduce burdens at the grassroots level, the rectification of formalism and bureaucracy, and the deepening of work to reduce burdens at the grassroots level have been in line with the Party's, the military's, and the people's hearts, demonstrating a new style and new appearance. While achieving significant results, we should also be aware that some units and a small number of cadres currently have the wrong understanding of "reducing burden" as "reducing responsibility". They simply and unilaterally equate "reducing burden" with unloading burdens and lowering standards, thinking that with less pressure, they can breathe a sigh of relief, and with less work, they can rest. The phenomenon of "going the wrong way" and "changing the taste" in reducing burden is a manifestation of spiritual laziness and unwillingness to take responsibility. Its essence is a misplaced view of political achievements, which must be highly valued and resolutely corrected. Not long ago, the central government issued a report on four typical issues of reducing the burden on grassroots through the rectification of formalism, exposing some units, departments, and party members and cadres with biased and misplaced views on political achievements. There is still a gap in the implementation of the Party Central Committee's decision-making and deployment to rectify formalism and reduce the burden on grassroots. In comparison and reflection, we should be wary of various manifestations of using the name of "reducing burden" to actually "reduce responsibility": some disregard the responsibilities they should have shouldered, arbitrarily assign tasks and shift responsibilities downwards, take on good things and plant flowers, and push out difficult and offensive things; Some lower their work standards, streamline necessary processes, implement tasks at a discounted rate, and promote work flexibility, resulting in a continuous decline in work quality and efficiency; Even worse, those who use the pretext of reducing their workload to slack off and use it as a "shield" for not striving for progress and avoiding responsibility... All of these will inevitably result in responsibilities being suspended, implementation being idle, damaging the Party's style and image, eroding the trust of the masses, and delaying the development of the Party's cause. Reducing burden is not for "resting", but for better "traveling". During the Yan'an period, Comrade Mao Zedong called for the implementation of "lean troops and simplified administration", greatly mobilizing the enthusiasm of the entire party and enhancing the combat effectiveness of the troops. Similarly, today's promotion by the Central Committee of the Communist Party of China to reduce the burden on the grassroots is an empowering method of "reducing virtual and pragmatic", rather than a laissez faire measure of "reducing responsibilities and loosening efforts". Reducing the load is like unloading the unnecessary weight on the ship, allowing it to fully engage in navigation. Its core is to eliminate formalism and bureaucracy, strip redundant processes and useless traces, eliminate additional burdens and interference constraints for grassroots, return to their main duties, focus on their main business, and devote more time and energy to implementation and development, rather than reducing responsibilities and shirking duties. Reducing the burden on the grassroots is a mirror to test the view of political achievements, reflecting the value orientation and fundamental pursuit of party members and cadres in their political performance. To dispel the erroneous understanding of "reducing burden" as "reducing responsibility", we must first start from the ideological level, rectify the root cause, consolidate the foundation and cultivate the essence. This requires Party members and cadres to strengthen their theoretical armament, establish a correct view of political achievements, deeply study and implement President Xi Jinping's important discourse and instructions on avoiding formalism and bureaucracy, and reducing the burden on the grassroots, deeply understand the original intention, practical requirements, and disciplinary rules of reducing burden, clarify the relationship between "the burden that should be reduced" and "the responsibility that should be fulfilled", and dig out the "lesions" that breed formalism and bureaucracy from the depths of their thinking. Cadres at all levels are in different positions with different responsibilities, but they all have to face big and small problems, deal with various contradictions, and respond to sudden situations. They must strengthen their sense of responsibility, firmly establish the correct political achievement concept of "reducing burden is increasing efficiency, reducing burden is empowering", resolutely abandon the negative mentality of lying flat and slack off, avoiding responsibility, perfunctory handling, and getting by. They must firmly eliminate the wrong thinking of "doing less work, seeking leisure, and fearing responsibility", always keep in mind their original aspirations and missions, adhere to their job responsibilities, and abide by the principles of serving the people and doing practical work for politics. In the face of the problems reported by officers and soldiers and the difficulties encountered at the grassroots level, we must solve them with a high sense of responsibility and dedication, fully implement the work, and achieve the goal of "reducing burdens" without "reducing responsibilities", and loosening restrictions without slackening efforts. Proactively coordinate and track the entire process to ensure that each item is implemented and everything is responded to. Especially for some historical legacy issues and sensitive and complex problems, we should actively "accept old accounts", "settle old accounts", and "clear old accounts", face up to the problems without avoiding them, dig deep into the root causes without covering up, take the lead in implementing and rectifying them, and rely on tenacious struggle to open up a new situation for the development of the industry. If the style is strict, the responsibility will not be missed; if the style is lax, the performance of duties will inevitably be absent. To achieve the goal of "reducing burden" without "reducing responsibility", it is also necessary to maintain a consistent and rigorous work style, actively resist the negative tendencies of inaction, slow action, and negligence, and focus on one's own position, shoulder the responsibilities that should be fulfilled, and hold the bottom line of responsibility. Adhere to self-respect, self reflection, self vigilance, and self motivation, always hold oneself to high standards, be responsible in the heart, take responsibility in the body, and fulfill responsibility in action, strictly abide by work discipline, strengthen action consciousness, and ensure that all one's thoughts are focused on fulfilling one's duties and all one's energy is devoted to work implementation. Always maintain the spirit of striving to be the first, with an unrelenting enterprising attitude and a pragmatic work style, adhere to our original intention, fulfill our duties and responsibilities, and truly fulfill our job responsibilities and mission. Deepening the study and education of establishing and practicing the correct view of political achievements, rectifying formalism and bureaucracy, and reducing the burden on grassroots is one of the important tasks. The vast number of Party members and cadres should have a sense of responsibility and actively take on responsibilities that they can never rest assured of, and transform the effectiveness of reducing burdens into practical results in solving development problems, improving governance efficiency, and promoting the transformation of military preparedness.
