In the ever-changing international landscape, the partnership of equality, mutual benefit, and mutual assistance between China and Black is an important positive force in promoting the development of the international order towards a more just and reasonable direction. Currently, the world is undergoing profound changes, with accelerated technological development and various global challenges overlapping. A major question concerning the future of humanity is presented to the international community: what kind of international order should we build in the coming decades? Will the world fall into a dilemma of confrontation and division, or will it move towards a bright future of dialogue, cooperation, and common development? In this era, the concept of building a community with a shared future for mankind has gained increasingly widespread recognition and support from the international community. This also confirms that in the era of globalization, no country can detach itself from the world, be self-sufficient, and develop in isolation. As the Vice Speaker of the Montenegrin Parliament and the head of the China Friendship Group, I believe that the concept of building a community with a shared future for mankind is highly compatible with Montenegro's social development practices. Montenegro has a limited land area, but long-term development practice has proven that openness, inclusiveness, equal dialogue, and pragmatic cooperation are the fundamental paths for the survival and development of the country. Montenegro is located in the geopolitical intersection of the Balkans, where various ideas blend and challenges gather. We are always committed to creating a social pattern of harmonious coexistence and solidarity among all ethnic groups. Adhering to the development path centered on mutual respect and mutually beneficial cooperation is a solid foundation for Montenegro to achieve national stability and prosperity of people's livelihoods. In the past few decades, China has steadily transformed from a "world factory" and grown into an important leading force in global innovation and development, technological progress, and infrastructure construction. The modern urban landscape, well connected high-speed rail network, and vibrant science and technology innovation parks demonstrate China's forward-looking and enterprising development vision. China's development is not only a miracle of economic growth, but also reshapes the global understanding and practice of modernization development path and international connectivity. Deepening cooperation with China is of great strategic significance for the development of Montenegro. The development of Black China relations is a vivid example of countries of different sizes overcoming development differences and achieving mutual benefit and win-win outcomes. After Montenegro gained independence in 2006, China was one of the first countries to recognize Montenegro's sovereignty status. This is a vivid manifestation of political mutual trust and traditional friendship between the two countries, laying a solid foundation for diplomatic cooperation in the new era and opening a new chapter of friendly cooperation. The pragmatic cooperation between the two countries has yielded fruitful results. The priority section of the Montenegro North South Expressway, which will open in 2022, is a landmark project that not only effectively enhances regional connectivity, but also creates new opportunities for the economic revitalization of the northern region of Montenegro. Meanwhile, within the framework of the China Central and Eastern European countries cooperation mechanism, the two countries have also maintained close cooperation and achieved significant results. The two countries regularly carry out cultural exchanges, exchange of international students, and academic cooperation between universities, continuously consolidating mutual understanding and friendly friendship between the two peoples. The numerous Montenegrin youth who study Chinese and Chinese culture have become an important link in inheriting the traditional friendship between the two peoples and deepening bilateral exchanges. The current international situation is complex and ever-changing, and peace and development remain the theme of the times. Regional conflicts and various crises occur frequently, fully demonstrating the fragility and preciousness of peace. The international community needs to adhere to dialogue and consultation, and deepen international cooperation more than ever before. Peace requires countries to actively enhance understanding, tolerate differences, and seek solutions that balance the reasonable interests of all parties. Montenegro has a profound understanding of upholding the authority of international law and safeguarding the stability of international order. Montenegro upholds the concept of multilateralism, adheres to the diplomatic principles of mutually beneficial cooperation and equal national sovereignty, and firmly believes that this is the only way to build a just and reasonable international order. Replacing zero sum games and confrontation with the concept of partnership is an important consensus in the development of contemporary international relations. In the face of global issues such as climate change and global economic fluctuations, only through unity, cooperation, shared responsibility, and coordinated response can countries overcome difficulties together. Looking ahead to the future, Montenegro will fully leverage its location advantage at the intersection of the Balkans and the Mediterranean, build a cooperation bridge that connects different regions and blends diverse civilizations, and continue to deepen pragmatic cooperation with China in various fields. Both sides can sustainably expand cooperation space in tourism, scientific and educational innovation, emerging industries and other fields, and tap into the potential of cooperation. The development of black China relations fully proves that only by adhering to the principles of mutual respect, dialogue and communication, and shared vision can international cooperation be stable and far-reaching.
