AI-powered tools are helping to provide “targeted education” on integrity

As the wave of artificial intelligence sweeps across various fields, the work of supervision and discipline inspection has also undergone a digital transformation. From the early warning of corruption risks to the personalized delivery of corruption prevention education content, the use of AI technology is reshaping the form of party and government ethics education, promoting a shift from a “broad irrigation” approach to a “precision drip irrigation” approach, making corruption reminders more “relevant” and party and government ethics education more heartfelt. This infusion of new energy is helping to strengthen the ideological defenses of party and government cadres against the desire to engage in corrupt activities.

Compared to traditional ethical education, the advantage of AI-enabled tools is their ability to accurately identify corruption risks. In the past, cadres responsible for supervision and discipline had to rely primarily on experience-based judgments and manual inspections to identify risk points. This approach was not only time-consuming and labor-intensive but also struggled to address the challenges posed by the covert variations and upgrades of corrupt practices. AI, however, leverages big data and advanced model computing capabilities to integrate and analyze data throughout the entire process of power operation. For example, it can quickly identify anomalous clues and pinpoint risk nodes in critical areas such as administrative approvals, project implementation, and financial management. It can also provide early warnings for abnormal decisions and financial flows, thus shifting the focus of risk prevention from “post-incident rectification” to “pre-emptive prevention.” This truly enables the goal of educating and rescuing cadres.

The essence of AI-powered integrity education lies in promoting personalized education through “precision drip-feeding.” Traditional integrity education sometimes fails to adequately address the unique characteristics of job roles and the varying levels of risk. The adaptability of content and format also has room for improvement, and the actual effects are often limited. AI achieves a transformation from “one-size-fits-all” to “one-person-fits-many” by creating profiles of cadres. This truly enables the provision of integrity education tailored to individual needs. Currently, many places are exploring the establishment of a corpus of language related to integrity culture. By relying on AI algorithms to analyze the characteristics of cadres across different positions and time periods, targeted measures can be implemented based on individual circumstances. For example, in response to the tendency for “four types of problems” to arise during traditional festivals, AI can send customized reminders tailored to the risk level of the position, such as alerting project leaders to “be cautious of festive entanglements” and reminding officials in approval positions to “maintain a clear distinction between public and private matters.” This approach is far more thoughtful than generic reminders like “Happy holidays! Be mindful of integrity.” and can help enhance the effectiveness of education.

Traditional integrity education often focuses primarily on cautionary education, emphasizing the dissemination of case studies and the promotion of discipline. The format is relatively formal, which can create a sense of distance among cadres and make it difficult to evoke emotional resonance. AI can integrate various media to create an immersive experience. Through intelligent narration and automatic story generation, it can compile scattered stories of integrity into a digitally accessible curriculum that can be experienced. This allows integrity culture to be manifested as “vivid and tangible” content. Particularly, cadres and party members can use AI-based chatbots to anonymously express their work-related concerns. The AI can then provide heartfelt reminders in accordance with legal and disciplinary requirements, thereby avoiding the apprehension of face-to-face conversations while also promptly addressing potential issues in one’s mindset.

It must be made clear that AI is a tool for solving problems, not a panacea that can cure all ills. To address the challenges of integrity education, it is essential to uphold ideological and political guidance. One must avoid the pitfall of the “technology-is-all-powerful” fallacy and refrain from using AI to replace ideological work or algorithms to supplant human judgment. The principle of “human-machine collaboration” should be upheld, allowing AI to leverage its advantages in terms of rapid computation and strong information integration capabilities to perform tasks such as batch risk identification, personalized content delivery, and early detection of ideological tendencies. Providing targeted support and clarification for cadres ultimately requires the assistance of纪检监察 personnel. Only by doing so can the technological advantages of AI be effectively translated into positive outcomes for integrity education.

The report on the work of the 5th Plenary Session of the 20th Central Commission for Discipline Inspection pointed out the need to integrate traditional platforms and new media, tools, and methods to establish a scientific and technological support system for a culture of integrity. The development of AI undoubtedly presents unprecedented opportunities for innovating the methods of educating Party and government officials about integrity. In future work, we should promote the deep integration of AI technology with integrity education, further strengthen the ideological defense line for cadres against corruption, and continuously foster a social ethos that values integrity and rejects corruption, thereby providing stronger support for the comprehensive promotion of strict discipline within the Party.
