Strengthening the independent foundation of domain name technology and enhancing the resilience of new infrastructure against risks

"The domain name system is the addressing foundation of the Internet, and domain name management technology is directly related to cyberspace sovereignty and infrastructure security." During the 2026 (25th) China Internet Conference, Wang Wei, chief engineer of the National Engineering Practice Office of Internet Domain Name Management Technology of China Internet Network Information Center, received an exclusive interview with reporters, proposed that China should closely adhere to the three main lines of autonomy at the bottom, structural resilience, and full process control to build a comprehensive security barrier for cyberspace sovereignty.
Wang Wei introduced that, based on years of experience in domain name development, domain name security construction must promote the localization and adaptation research and development of the entire chain from chips, operating systems, application software to encryption systems. The core focus areas are divided into three points:
One is to tackle the core software and independently develop full process modules covering domain name registration, authoritative resolution, recursive resolution, etc., gradually getting rid of dependence on overseas closed source and open source DNS service suites;
Secondly, we will deepen the adaptation of software and hardware, promote the deep adaptation of the domain name service system to domestic server chips and operating systems, and fully build the domain name infrastructure on the foundation of domestic software and hardware;
The third is to strengthen password security protection, fully implement the national security SM2/SM3/SM4 algorithm system, build a trusted identity authentication and data encryption mechanism based on domestic passwords, and break away from the security constraints brought by overseas password systems. At the same time, we should continue to refine our self-developed technology stack for Chinese IDN international domain names to ensure CN、 The domain names of countries such as China have achieved full autonomy and controllability from the underlying program to encryption protection capabilities.
In Wang Wei's view, domain name technology construction cannot only focus on underlying research and development, and the application governance of the entire lifecycle of domain names is also a core link that cannot be ignored. He suggested building an independent and controllable digital control platform around the complete lifecycle of domain name registration, resolution, application, and cancellation.
Specifically, on the one hand, we will build a multi-dimensional intelligent recognition model for malicious domain names, relying on automation technology to accurately identify various types of illegal domain names that are phishing, fraudulent, and pose a threat to ideological security; On the other hand, we will establish channels for multi-party collaboration among registration providers, resolution nodes, and operators to quickly complete risk domain name blocking, tracing, and accountability work. For high-value key domain names, I suggest implementing a hierarchical protection mechanism and relying on digital control measures throughout the entire lifecycle to safeguard the security bottom line of cyberspace governance.
Looking at the continuous iteration of global Internet underlying technology, Wang Wei has two views on how the domestic domain name industry should balance independent and controllable network security and international open cooperation:
First, adhere to in-depth participation in the governance of international Internet basic resources. In the domestic technology field, professional and technical personnel should be regularly selected to participate in discussions on core issues of international organizations such as ICANN and IETF, and actively integrate into the global Internet basic resources governance system;
Second, take the initiative to export China's technical solutions. Relying on China's massive computing resources and huge user market advantages, focus on tackling the core technology of next-generation DNS, export practical experience in domain name security construction to the vast number of developing countries, and steadily enhance China's voice in the formulation of global Internet bottom rules.
For the long-term development of the domain name system, Wang Wei believes that there is still significant room for upgrading the existing traditional domain name system. He suggested that at this stage, efforts should be made to build an integrated full identification service system that is compatible with multiple types of digital identifiers. This new system can not only provide the underlying support for the circulation of domestic data elements and the comprehensive governance of the artificial intelligence industry, but also provide a new "China paradigm" reference for the optimization of the governance system of global Internet basic resources.
