Recently, the Ministry of Human Resources and Social Security issued the "15th Five Year Plan for the Development of Human Resources and Social Security" (hereinafter referred to as the "Plan"). The Plan has deployed eight key tasks for the development of human resources and social security during the 15th Five Year Plan period, including promoting high-quality and full employment, conducting large-scale vocational skills training, improving the social security system, optimizing the talent development system and mechanism, perfecting the wage income distribution system, building harmonious labor relations, comprehensively improving the quality and efficiency of public services, and promoting regional coordinated development. It has also set up 11 columns and proposed a series of major policy measures, key engineering projects, important action plans, and major activity arrangements.

The Seven Major Goals for the Development of Human Resources and Social Security
The Plan proposes seven major goals for the development of human resources and social security during the 15th Five Year Plan period, and focuses on supporting the achievement of these goals and highlighting development priorities. It also puts forward 18 quantitative indicators in five categories: employment, social security, talent and personnel, labor relations, and public services.
The main goals include: by 2030, maintaining overall stability in employment and making new progress in high-quality and full employment; The social security system is more optimized and sustainable, and the level of protection is further improved; The team of technical and skilled talents continues to grow, and the role of talent driven high-quality development is further highlighted; The salary income distribution system is more fair and perfect, and its role in promoting common prosperity is more obvious; The governance capacity in the labor field has been effectively strengthened, and the rights and interests of workers have been effectively protected; The quality and level of public services continue to improve, and the satisfaction and sense of gain of the masses are further enhanced; The collaborative mechanism of various elements in the work area is constantly improving, and significant results have been achieved in promoting regional coordinated development.
The number of newly added urban jobs maintains a considerable scale
As one of the goals, during the 15th Five Year Plan period, the number of newly added urban jobs will maintain a considerable scale, with 25 million urban unemployed people re employed and 6.5 million people facing employment difficulties employed. The urban surveyed unemployment rate will be controlled within 5.5%. More than 50 million people received subsidized vocational skills training, of which 17.5 million were migrant workers.
Build an employment friendly development model. Strengthen the coordinated development of industries and employment, give priority to supporting key industries with strong employment capacity, promote the development of digital economy, green economy, marine economy, and low altitude economy, implement the action of promoting employment through the development of service industry, and cultivate new growth points for employment.
Classify policies to promote employment for key groups. Strengthen employment support for key groups such as college graduates, promote youth employment training, and expand employment channels in key fields, industries, urban and rural grassroots, and small and medium-sized enterprises.
Ensure further salary increase and tilt towards frontline positions
The Plan proposes that during the 15th Five Year Plan period, the participation rate of basic pension insurance will remain above 95%, the number of people participating in unemployment insurance and work-related injury insurance will reach 255 million and 345 million respectively, and the scale of enterprise (occupational) pension funds will exceed 9 trillion yuan.

In terms of improving the wage income distribution system and promoting the increase of workers' income, we will promote the reform of the enterprise wage determination mechanism, improve the wage level determination and reasonable growth mechanism that reflects the supply and demand relationship in the labor market and the economic benefits of enterprises. Focusing on non-public enterprises, we will deepen collective wage bargaining and promote reasonable wage growth. Promote the negotiation of industry minimum wages in industries with relatively low wage levels, and guide wage distribution towards frontline positions.
Establish a multi-level social security system that covers the entire population, coordinates urban and rural areas, is fair, unified, safe, standardized, and sustainable. Improve and implement the national pooling system for basic pension insurance for enterprise employees, steadily expand the coverage of unemployment insurance, consolidate the achievements of unified insurance for migrant workers and urban employees, and continuously enhance the sustainability, fairness, accessibility, safety, convenience, and standardization of social security.
Accelerate the construction of a world-class talent center and innovation highland
The Plan proposes to focus on the construction of high-level talent highland and national strategic talent strength, coordinate and promote the integrated reform of the education and technology talent development system and mechanism, and comprehensively cultivate, introduce and make good use of talents.
Explore the establishment of a talent demand directory and a regular release mechanism for talent position demand forecasting information, and explore and cultivate headhunting service agencies that focus on professional fields and regional development. Coordinate the implementation of grassroots service projects, organize the implementation of the fifth round of the "Three Supports and One Assistance" plan for college graduates, and carry out the "Most Beautiful College Graduates" publicity and tree selection activity.
Improve the evaluation system for skilled talents. Improve occupational classification, occupational standards, and new occupational release systems, actively explore and cultivate new occupational sequences. Expand the application areas of the National Occupational Classification Encyclopedia, carry out new occupational monitoring, and increase the research and publicity efforts on the development and management of new occupations. Deepen the implementation of the "New Level 8 Worker" vocational skill level system, and support eligible enterprises to carry out the evaluation and appointment of special grade technicians and chief technicians.
