The "15th Five Year Plan" for implementing the employment priority strategy issued by the State Council clearly proposes to tap into the potential of emerging fields to absorb employment. Currently, China's employment market is undergoing a deep structural adjustment, with increasingly distinct characteristics of the iteration of new and old employment drivers. New professions and positions continue to emerge in emerging fields.

However, in this process, there is still room for improvement in the synergy of industry cultivation, the maturity of cluster development, the adaptability of talent cultivation, and the standards of career development. The synergy of industrial cultivation and the maturity of cluster development correspond to "investing in things", focusing on the construction of industrial carriers, hardware formats, and industrial ecosystems; The adaptability of talent cultivation and the standard of career development correspond to "investing in people", focusing on the shaping of workers' abilities and the construction of professional norms system. Therefore, we should focus on connecting various links such as industrial cultivation, cluster development, talent cultivation, and career development, coordinate and improve industrial hardware support and human and software support, and effectively transform the development dividends into high-quality and full employment increments.

Enhance the synergy of industrial cultivation and promote the integration of industrial development and employment expansion. Persist in making high-quality and full employment a priority goal for economic and social development. When formulating major industrial policies and planning the layout of major productive forces, conduct employment impact assessments simultaneously, prioritize high-quality and full employment from statistical indicators as decision-making coordinates, and synchronize the process of industrial cultivation with the process of expanding employment. Develop new quality productive forces according to local conditions, carry out large-scale application demonstration actions of new technologies, products, and scenarios around emerging fields such as quantum technology, biomanufacturing, artificial intelligence, and low altitude economy, and cultivate new employment growth poles. For example, Shijiazhuang City in Hebei Province has issued a plan for the development of low altitude economic industries, strengthening financial and other policy support for emerging industries and enterprises that attract more employment. The three-year plan aims to create over a thousand new industrial positions, forming a virtuous cycle of industrial iteration and upgrading, continuous expansion of employment, and mutual promotion and progress.

Enhance the maturity of cluster development and release employment increment through industrial cluster scaling. Based on the development characteristics of cross-border integration and multi-point burst of emerging industries, guided by specialization, specialization, and intensive development, we guide various regions to combine their resource endowments and industrial foundations, relying on carriers such as high-tech parks, industrial pilot zones, and innovation bases, to build a hierarchical industrial ecology of "chain leader enterprise leading - specialized, refined, distinctive, and new follow-up - supporting small and medium-sized enterprises". Taking the new energy vehicle industry cluster in Hefei as an example, the local area gathers six complete vehicle enterprises including BYD and Changan, nearly 600 supporting enterprises, and more than 150000 employees in the entire industry chain. Relying on chain agglomeration to continuously expand multi-level technology and practical positions, fully unleash the employment multiplier effect of industrial agglomeration.

Enhance the adaptability of talent cultivation and promote precise alignment between education supply and industrial demand. Focusing on strategic emerging industries, developing a competency map for positions such as system development technology research and development, engineering applications, and project management, in order to drive the dynamic adjustment of disciplines and majors in universities. Deepen the integration of industry and education, promote the order based training model of "enterprise problem solving, university problem solving", and forge excellent engineering skills in scientific and technological research and engineering practice. Establish a special program for cultivating leading talents, select backbone individuals with technological foresight and organizational coordination abilities, and accelerate their growth process through undertaking national level major projects and other means. Breaking down disciplinary barriers, offering integrated courses such as "Technology+Management" and "Manufacturing+AI", and focusing on cultivating cross-border talents.

Improve the standard of career development and accelerate the construction of a professional standard system in emerging fields. Keeping up with the development of emerging industries and the emergence of new professions, we will accelerate the standardization, normalization, and systematization of emerging professions, and continue to carry out the work of identifying, recognizing, and publishing new professions. Unify the occupational definition, skill level, professional norms, and assessment standards for emerging professions. Establish a sound mechanism for guiding new career salaries and protecting rights and interests, and fill the gaps in the development mechanism of emerging fields. Improve the supervision and service system of the new job market, standardize the order of industry employment, enhance the social recognition and employment stability of emerging professions, and activate the employment potential of emerging fields through the construction of standardized job systems.(Outlook New Era)
