Recently, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Ecology and Environment, and the General Administration of Customs jointly issued a notice on further improving the level of trade liberalization and facilitation in Hainan Free Trade Port (hereinafter referred to as the "Notice").
The Notice proposes 16 measures in three aspects: promoting the optimization and upgrading of goods trade, promoting the freedom and convenience of service trade, and innovating new forms and models of trade. In terms of goods trade, we will focus on key industries such as automobiles and petrochemical new materials, propose support measures such as optimizing bonded supervision, bonded delivery, and research and development testing, strengthen the integration of trade and industry development, and assist in strengthening, supplementing, and extending the industrial chain. In terms of service trade, we will further expand independent opening up in service industries such as healthcare, insurance, and professional qualification recognition, improve the convenience of foreign personnel entering and practicing, and promote innovative development of leading industries such as tourism and modern service industries. In terms of new forms and models of trade, we will explore and expand new formats such as bonded maintenance and remanufacturing, support the comprehensive deepening of cooperation between Hainan Free Trade Port and Hong Kong, enhance the level of coordinated development with the Guangdong Hong Kong Macao Greater Bay Area, and stimulate new momentum for trade development.
The Notice emphasizes that relevant departments should adhere to and strengthen the comprehensive leadership of the Party, coordinate development and security, fully support, guide and assist Hainan Province in implementing various policies, and promote the improvement of foreign trade quality and efficiency. Relevant units in Hainan Province should effectively fulfill their main responsibilities, improve work mechanisms, refine task decomposition, and ensure effective implementation; Establish a sound risk prevention and control system, strengthen full process supervision, effectively carry out risk prevention and control, and firmly hold the safety bottom line.
