The Ministry of Agriculture and Rural Affairs recently issued the "15th Five Year Plan for Improving the Quality of National Agricultural Products", which clearly states that by 2030, China's standard system for high-quality agricultural development will be more sound, the production capacity for standardized and green agricultural products will be significantly improved, a market-oriented quality evaluation and grading system will be basically established, the entire chain quality management system and regulatory mechanism will be more perfect, and the supply level of green and high-quality agricultural products will be significantly improved. The pass rate of routine monitoring of agricultural product quality and safety in China has remained stable at over 98%, and the total number of green, organic, famous, special, excellent, new, and geographical indication agricultural products has reached 130000.
The plan revolves around the goal of "meeting the needs of the people for safe and nutritious food", and constructs an overall framework of "1 foundation (standard system), 2 supports (technological empowerment, international cooperation and exchange), and 3 paths (green transformation, high-quality supply, and full chain supervision)", with six key tasks assigned by the department.
Specifically, one is to strengthen the guidance of high-quality standards. Establish a sound standard system for high-quality agricultural development, improve standards for agricultural and veterinary drug residues, industry support, quality improvement, etc., and fill the gaps in standards in emerging fields. Strengthen the implementation and promotion of standards, conduct training on standard promotion, practical guidance, and effectiveness evaluation. Strengthen the management of the entire lifecycle of standards and lead high quality with high standards. The second is to promote the transformation of green production. Promote environmental management of agricultural product production areas, promote green production technology models, strengthen the application of green technology equipment, guide the scientific and rational use of inputs, and develop low-carbon circular agriculture. Fully implement the full process quality control system, promote self inspection and self-control of scale operation entities, and drive small farmers to produce according to standards. The third is to increase the supply of high-quality agricultural products. Enhance the production capacity of green, organic, famous, excellent, new and geographical indication agricultural products, strengthen the monitoring and evaluation of agricultural product quality, establish a market-oriented agricultural product quality grading system, and strengthen the connection between production and sales and consumer guidance. The fourth is strict quality and safety supervision. Strengthen the risk assessment and monitoring of agricultural product quality and safety, strictly prohibit and restrict the production, operation, and use of pesticides and veterinary drugs, fully implement the commitment to meet the standard certificate system, and promote intelligent supervision of agricultural product quality and safety. The fifth is to strengthen technological empowerment. Accelerate the cultivation of high-quality varieties, develop and promote new green pesticides, veterinary traditional Chinese medicine, high-end intelligent agricultural machinery and equipment, and other green inputs, strengthen technological innovation and quality testing and evaluation technology for improving the nutritional quality of agricultural products. Sixth, strengthen international cooperation and exchanges. Deeply participate in the revision of international standards for agricultural products, improve the official evaluation system for technical trade measures, and enhance the international discourse power and influence of standards.
To promote the implementation of the plan, columns such as the Agricultural Standardization Improvement Plan, the Green and High quality Agricultural Product Supply Expansion Action, and the Quality and Safety Risk Monitoring, Evaluation, and Early Warning Strong Foundation Action will be set up to refine task measures, quantify task objectives, and propose specific guarantee measures such as improving organizational implementation mechanisms, consolidating regulatory responsibilities, and strengthening investment guarantees.
