Give full play to the role of traditional Chinese medicine in promoting the development of the silver haired economy
2025-04-23
The silver economy is the sum of a series of economic activities that provide products or services to the elderly and prepare for the aging stage. The first meeting of the 20th Central Committee of Finance and Economics emphasized the need to implement the national strategy of actively responding to population aging, promote the construction of a basic elderly care service system, and vigorously develop the silver haired economy. Since the end of the 20th century when China entered an aging society, the number and proportion of elderly population have continued to grow. Developing the silver economy is an inherent requirement for actively responding to the aging population. It not only enhances the well-being of the elderly, allowing them to share the fruits of development and enjoy a happy old age, but also helps cultivate new driving forces for economic development. Traditional Chinese Medicine reflects the Chinese nation's understanding of life, health, and disease, and is a medical system with a long history, unique theories, and technical methods. General Secretary Xi Jinping pointed out that "we must do a good job in upholding integrity, innovating, inheriting and developing traditional Chinese medicine, establish a service system, service mode, management mode, and talent training mode that are in line with the characteristics of traditional Chinese medicine, and promote the development of traditional Chinese medicine." In the thousands of years of development, traditional Chinese medicine has continuously absorbed and integrated advanced scientific and technological and humanistic ideas from various periods, constantly innovated and developed, and formed distinctive characteristics such as valuing the whole, emphasizing "peace" and "harmony", emphasizing individualization, and highlighting "prevention of diseases". It plays an important role in actively responding to population aging and developing the silver haired economy. Better meet the health service needs of the elderly. The demand for health services is the most urgent and prominent need of the elderly. One important aspect of developing the silver economy is optimizing elderly health services. Traditional Chinese medicine has unique advantages in health preservation, prevention and treatment of elderly diseases, chronic diseases, etc. It emphasizes the close relationship between lifestyle and health, advocates health preservation as the top priority, and believes that appropriate interventions can be given according to different constitutions or physical states, such as emotional regulation, moderate work and rest, reasonable diet, and regular living, in order to nourish the mind and cultivate positive energy. Give full play to the role of traditional Chinese medicine, shift the focus of elderly health services from the backend to the frontend, promote early detection, reporting, diagnosis, and treatment of diseases, which not only helps optimize service guarantees but also improves the efficiency of medical and health resource utilization, better meeting the health service needs of the elderly. Enrich the supply of health and wellness products and services. With the increasing number of elderly population in China, the development of the silver economy requires enriching the supply of health care products and services, and improving the quality of products and services. Traditional Chinese medicine, due to its "simple and cost-effective" characteristics, can provide more and higher quality health protection for the elderly. In recent years, under the leadership of the Central Committee of the Communist Party of China, the development of China's traditional Chinese medicine industry has continued to accelerate, and the construction of a high-quality and efficient traditional Chinese medicine service system has been accelerated. The traditional Chinese medicine clinics in 42000 grassroots medical and health institutions have basically achieved full coverage of community health service centers and township health centers, allowing elderly people to conveniently see and use traditional Chinese medicine at their doorstep. At the same time, the layout of traditional Chinese medicine planting and production areas continues to be optimized, ensuring the quantity and quality of medicinal materials, further meeting the medication needs of the elderly. Currently, traditional Chinese medicine is integrating into the daily lives of the elderly in a more modern and popular way, helping to promote the development of the silver haired economy. Assist in promoting the development of the health industry. With the increasing demand for diversification, differentiation, and personalization among the elderly, it is necessary to promote the expansion and quality improvement of the silver economy, develop diversified industries, and continuously enrich elderly care service scenarios in order to better meet the needs of the elderly. For example, some traditional Chinese medicine health institutions provide various services such as traditional Chinese medicine physical examinations, meridian regulation, moxibustion, and massage to address the physical weakness that elderly people are prone to in winter. They offer personalized health plans for the elderly, which are popular among them and have also driven the prosperity of related industries. At present, the number of Chinese medicine enterprises above designated size and their operating revenue account for more than 1/4 of the pharmaceutical industry in China, and the annual turnover of Chinese medicine, Chinese herbal medicine and traditional Chinese patent medicines and simple preparations has steadily increased. The health industry that extends from this, such as medicinal and edible products, new formats of "traditional Chinese medicine+health care" and "traditional Chinese medicine+cultural tourism", can better meet the needs of the elderly and cultivate new driving forces for economic development. Since the new era, our party has placed traditional Chinese medicine in a more prominent and important position, promoting the continuous revitalization of traditional Chinese medicine in the new era, expanding its overall scale, and significantly improving its health service capabilities, providing important support for the development of the silver haired economy. However, compared with the needs of the elderly and the requirements for developing the silver economy, the total amount of traditional Chinese medicine resources in China is still insufficient, and the service capacity of traditional Chinese medicine still needs to be improved. For example, the role of traditional Chinese medicine in the diagnosis and treatment system of chronic diseases in the elderly has not been fully utilized, and its service capabilities and coverage in the field of health need to be expanded. The Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to improve the mechanism for inheriting, innovating and developing traditional Chinese medicine, which has pointed out the direction for leveraging the role of traditional Chinese medicine to support the development of the silver haired economy. To implement the relevant requirements of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, we must plan and promote the inheritance, innovation, and development of traditional Chinese medicine in the overall comprehensive deepening of reform, and promote the coordinated development of traditional Chinese medicine and the silver economy. Focusing on accelerating the release of the diverse functions and cultural values of traditional Chinese medicine, actively serving and integrating into the national strategy of responding to population aging, and accelerating the standardization and modernization of traditional Chinese medicine production processes and procedures. Expand the application of traditional Chinese medicine in the field of health and wellness, explore and improve the elderly health service model of traditional Chinese medicine, and develop traditional Chinese medicine services for the prevention and treatment of elderly and chronic diseases. Establish a sound system for cultivating traditional Chinese medicine talents that integrates institutional education, post graduation education, continuing education, and teacher education, providing talent support for traditional Chinese medicine to serve the silver haired economy. Encourage the combination of traditional Chinese medicine health and elderly care services with modern high-tech products, continuously expand the field of traditional Chinese medicine services, enrich service forms, innovate service products, and cultivate and strengthen the traditional Chinese medicine health and elderly care service industry.
