Maternity allowance directly to individuals increases employee satisfaction

Recently, the General Office of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Ensuring and Improving People's Livelihood and Focusing on Solving the Urgent Difficulties and Worries of the Masses", requiring "support and guidance for localities with conditions to directly distribute maternity insurance maternity allowances to insured persons according to procedures". According to the latest statistics from the National Healthcare Security Administration, as of June 12th, all maternity allowances in 12 provinces and the Xinjiang Production and Construction Corps can be directly distributed to individuals. Overall, nearly 60% of the national pooling areas have achieved direct distribution to individuals. In the past, maternity allowance needed to be transferred through the employer, and female employees had to prepare their own paper materials such as marriage certificates and birth permits after taking maternity leave and submit them to the unit. Then, the unit's dedicated administrator ran errands to handle the entire process, which often took more than six months. This not only puts families who already face parenting pressure into tedious affairs, but also lays the risk of rights and interests - some companies intercept the difference under the pretext of "subsidy from the unit", and even have phenomena such as "being required to return to work before the maternity leave is completed, otherwise the allowance will be deducted". In addition, with the expansion of the flexible employment group, some women who are not affiliated with fixed units face the dilemma of "having nowhere to receive subsidies" when giving birth, and cross regional employees may encounter interruptions in distribution due to information barriers. The maternity allowance is directly allocated to individuals, targeting the traditional model's focus. By establishing a direct connection between the medical insurance system and bank accounts, female employees only need to submit electronic materials online after giving birth. After being reviewed by the medical insurance department, the allowance can be transferred to their personal account without going through the unit process. The right to distribute allowances has been transferred from enterprises to the social security system, which not only avoids units deducting funds in the name of "wage subsidies", but also eliminates the concerns of female employees giving up maternity allowances due to privacy breaches. For flexible employment personnel, the direct payment model means a leap from "unit welfare" to "social welfare" in terms of maternity protection. The greater value of this reform lies in its incentive effect on fertility intentions. The timely and sufficient receipt of maternity allowance can directly reduce the cost of family upbringing. The straight hair mode helps eliminate implicit discrimination against women of childbearing age by reducing the number of business processes. If the maternity allowance is linked with policies such as childcare services and tax reductions, it is expected to build a support network covering the entire reproductive cycle, greatly reducing the parenting anxiety of young couples. Of course, the effectiveness of any policy depends on the implementation details. Currently, there are still some regions that have failed to follow up on reforms due to technological barriers or outdated concepts, which requires the establishment of a unified national distribution standard and supervision mechanism. For example, a cross provincial medical insurance data sharing platform can be explored to solve the problem of household separation in applying for medical insurance. In addition, there is an urgent need to issue nationwide guidance on the controversy of "high compensation for maternity allowance and maternity leave pay" to avoid the situation of "different policies in the same province". The word 'jin' in maternity allowance originally refers to compensatory payment, while the word 'paste' contains the warmth of social care. The distribution of maternity allowances should be "comprehensive" and "considerate" - not only through technological means to achieve smooth flow of funds, but also through institutional design to reflect respect for women's fertility. Only when every childbirth allowance can accurately reach the families in need, and every mother does not have to fight for rights protection, can a fertility friendly society be well deserved.
