Ningxia recently issued the "Implementation Opinions of the Party Committee and People's Government of the Autonomous Region on Further Promoting the High quality Development of Elderly Care Services" (hereinafter referred to as the "Opinions"), proposing the goal of achieving a mature and standardized elderly care service system suitable for the situation in Ningxia by 2035. The Opinion aims to thoroughly implement the national strategy of actively responding to population aging, accelerate the construction of a suitable elderly care service system for Ningxia's actual situation, and further promote the high-quality development of elderly care services. The Opinion proposes that by 2027, the network of elderly care services in counties (cities, districts), townships (streets), and villages (communities) in Ningxia will be initially formed, and the supply capacity will continue to improve. The care needs of disabled elderly people will be effectively guaranteed, and professional care institutions for cognitive impairment will achieve full coverage in prefecture level cities. By 2030, the elderly care service network will continue to improve, the quality and efficiency of elderly care services will be enhanced, supply and demand will be coordinated and adapted, and the scale of inclusive services will significantly expand. By 2035, the elderly care service network will be fast and efficient, and a mature and standardized elderly care service system suitable for the situation in Ningxia will be established. Modern and panoramic "elderly care, happy care, and good care" services will be expanded and improved. The Opinion proposes specific implementation plans in terms of overall planning and layout of elderly care services, optimizing the supply of basic elderly care services, expanding the formats and scenarios of elderly care services, increasing comprehensive supervision of elderly care services, and strengthening the organization and implementation of elderly care services. It is worth noting that the "Opinions" propose to promote the intelligent transformation of elderly care services, create smart nursing homes and virtual nursing homes, build a "digital civil affairs smart elderly care" information system and a comprehensive platform for basic elderly care services across the country, promote the deep application of information technologies such as artificial intelligence and big data, and intelligent hardware products in elderly care service scenarios such as homes, communities, and institutions, and carry out pilot construction of smart and healthy elderly care applications; At the same time, we will promote the cross-border integration and agglomeration development of elderly care services with industries such as health, wellness, tourism, leisure, education, and finance, expand the consumption fields and scenarios of elderly care services, optimize and improve elderly meal assistance services, build a comprehensive travel and wellness destination, enrich elderly care financial products, research and develop functional clothing, health food, and other elderly products suitable for the elderly, and promote the scale, clustering, and branding development of the health and elderly care industry.
