According to the official website of the National Healthcare Security Administration, as of October 9, 2025, there has been a breakthrough in the construction of medical insurance image cloud in China. 20 provinces (autonomous regions, municipalities directly under the central government) have completed the deployment of medical insurance image cloud software and have uploaded more than 72.64 million index data to the National Healthcare Security Administration. For a long time, the "old and difficult" problems of "multiple examinations, expensive examinations, and repeated examinations" have been troubling many patients and families in seeking medical treatment. In the past, due to the lack of communication between imaging data from various hospitals, patients often had to undergo a new examination every time they went to another hospital for treatment. Especially when seeking medical treatment in a different location, it was inconvenient to carry images and had to make appointments and queue up, which not only cost more but also caused inconvenience. These seemingly 'small procedural matters' actually consume the energy and time of patients and their families. To further break down barriers to medical and health information, comprehensively improve the efficiency and quality of medical insurance services, the National Healthcare Security Administration strengthens top-level design, and promotes work through multiple measures such as policy guidance, resource integration, and mechanism innovation. On September 15, 2025, the National Healthcare Security Administration, together with the Beijing Municipal Government Service and Data Management Bureau, the Haidian District People's Government of Beijing, Peking University, Peking University Third Hospital, Peking University First Hospital, Peking University People's Hospital, and some local healthcare departments in Beijing, held a conference to promote the work of medical insurance image cloud. The conference focused on in-depth discussions on the construction of medical insurance image cloud standard system, data security sharing mechanism, and cross regional policy coordination implementation. On September 22, Anhui Provincial Medical Insurance Bureau was guided to hold a national medical insurance image cloud platform construction and application technology exchange conference. At the conference, Guizhou Province shared its experience in introducing market-oriented entities through the "cloud film" centralized procurement model and leading the construction of a unified and centralized image cloud storage center throughout the province; Anhui Province has summarized its practical practices of promoting image cloud work through pilot projects; Representatives from nearly 20 provinces (autonomous regions, municipalities directly under the central government) and some cities' medical insurance departments, medical institution heads, medical imaging related experts and scholars, and operators attended the conference. The concept of the medical insurance department leveraging social resources to participate in the construction of image cloud storage through the "5 yuan" policy has formed a broad consensus among all sectors of society, and is gradually building a good development trend of top-down linkage and multi-party collaboration.
