The National Medical Products Administration has released the "Opinions on Deepening the Reform of Cosmetics Supervision and Promoting High Quality Development of the Industry"

According to the website of the State Administration for Market Regulation, on November 17th, the State Administration for Market Regulation issued the "Opinions on Deepening the Reform of Cosmetics Supervision and Promoting High Quality Development of the Industry" (hereinafter referred to as the "Opinions"). The Opinion proposes 24 reform measures around five aspects, which encourage innovation, optimize registration and filing management, strengthen risk prevention and control throughout the entire chain, enhance the level of intelligent supervision, promote regulatory integration with international standards, further strengthen the bottom line of cosmetics quality and safety, cultivate new quality production capacity, and promote the high-quality development of the cosmetics industry. The Opinion proposes that by 2030, the legal system for cosmetics regulation will be more perfect, the standard system will be more sound, the technical support will be more powerful, the innovation vitality of the industry will be more abundant, the risk prevention and control capabilities will be comprehensively strengthened, and the quality and safety level will be significantly improved. By 2035, the quality and safety supervision system of cosmetics will reach the international advanced level, and the industry will have stronger innovation creativity and global competitiveness, basically achieving regulatory modernization. The release of the "Opinions" is an important measure taken by the National Medical Products Administration to implement the strategic deployment of the Party Central Committee and the State Council on comprehensively deepening reform and promoting high-quality development.
