Exercise for 2 hours every day, cheer for health - Five departments issue opinions to implement student physical fitness plan
2025-11-20
In recent years, the overall physical fitness of children and adolescents in China has improved, but the "four small" problems such as "small glasses", "small chubby bumps", "small bean sprouts", and "small anxiety" have shown a new trend of early onset and high incidence, causing widespread concern. On November 19th, the Ministry of Education and five other departments jointly issued the "Opinions on Implementing the Student Physical Fitness Plan" (hereinafter referred to as the "Opinions"), which has received widespread attention. The Opinion specifies that by 2027, the daily comprehensive physical activity time for primary and secondary school students, with a focus on compulsory education, shall not be less than 2 hours (hereinafter referred to as "2 hours per day"), and requires comprehensive and high-quality implementation; By 2035, a modern and high-quality school sports system will be basically formed, and school sports will play a significant role in promoting students' healthy growth, comprehensive development, and the construction of an educational powerhouse. More physical exercise leads to less' little chubby 'and' little glasses'. Teenagers are in a period of rapid growth and development, and sufficient exercise can promote their physical and mental health. However, in today's high academic pressure, how can we achieve the requirement of 2 hours per day? Sports are the most effective way to solve physical and mental health problems. According to the results of the 8th National Survey on Student Physical Fitness and Health released in 2021, although the rate of achieving excellent physical fitness and health standards among Chinese students has gradually increased, there are still problems such as poor vision and high near vision rate, increasing overweight and obesity rates, decreased grip strength, and declining physical fitness of college students. The head of the Sports, Health, and Art Education Department of the Ministry of Education stated that currently, various sectors of society are paying more and more attention to students' physical and mental health, and have higher expectations for school sports and students' physical fitness. From the monitoring situation, it can be seen that the overall physical health status of Chinese students has improved and significant progress has been made. But problems such as "little chubby guy" and "little glasses" are still prominent. Both theory and practice have consistently shown that sports are the simplest and most effective way to solve students' physical and mental health problems. Encourage children to move and engage in outdoor activities. According to previous research by the China Academy of Educational Sciences, over 82% of primary and secondary schools in China during compulsory education can ensure one hour of physical exercise per day. However, from the perspective of enhancing students' physical health, the expected goal has not yet been achieved. Wu Jian, director of the Institute of Physical Education and Aesthetic Education at the Chinese Academy of Educational Sciences, pointed out that it is in this context that 2 hours a day has become an inevitable choice. The concept of "comprehensive physical activity" proposed in the 2-hour daily requirement is similar to the internationally recognized concept of "physical activity". Physical activity refers to all bodily movements that result in energy expenditure caused by the contraction of skeletal muscles. Professor Wang Zongping, Dean of the Institute of Animal Commerce at Nanjing University of Science and Technology, explained that the implementation of 2 hours per day still focuses on the campus. As long as you can move, whether it's doing exercises, running, kicking football, skipping rope, kicking shuttlecock or brisk walking, they can all be considered comprehensive sports activities. However, it is best to engage in outdoor activities when conditions permit, as doing more outdoor activities can effectively prevent myopia. Strengthen supervision and implementation, and eliminate the practice of "three no" physical education classes at the Ninth Primary School in Hunnan District, Shenyang, Liaoning Province. Children should spend more than 3 hours a day running, jumping, playing, and having fun at school. The former principal of the school, Hou Mingfei, stated that the school has morning runs and skipping rope in the morning, physical education classes during the day, and exercise time integrated from breaks. In addition, with delayed services after class, children's exercise time and volume can be guaranteed. Moreover, students can find sports venues almost everywhere on campus - the school has unicycles, slides, skateboard tracks, plum blossom stakes, rope ladders, snow making (rain making) machines, skiing training machines, rowing paddling pools, climbing walls... Hou Mingfei told reporters that if the principal truly believes in "health first" in their hearts, they must be thinking every day about how to create conditions to carry out sports. If the principal pays enough attention and makes good use of resources, they can make all children move. Wang Zongping said that it is important to have good physical education classes to ensure students' exercise intensity. There are now many physical education classes that are "three no" physical education classes, namely "no intensity", "no difficulty", and "no confrontation". They are taught "too gently" and cannot achieve the goal of developing a healthy personality and tempering willpower. Physical education classes should have intensity and density, and be conducted according to the curriculum standards, "Wang Zongping emphasized. He helped the reporter calculate that if the requirements of the document are strictly implemented, primary and secondary schools should have one physical education class every day, with a quality break of no less than 25-30 minutes in the morning and afternoon. In addition to the break time, students' comprehensive physical activity time on campus can reach two hours. However, due to various reasons, it is estimated that the full implementation of 2 hours per day will still require a process. If it cannot reach 2 hours, how to supervise? Whether there is an accountability mechanism also needs to be considered, "said Wang Zongping. (New Society)
