Beijing pilot 'special medical food' enters medical institutions

The reporter learned from the Beijing Municipal Market Supervision Bureau yesterday that in response to the dilemma of public hospitals being unable to directly provide special medical formula foods (hereinafter referred to as "special medical foods") due to qualification restrictions, and patients having to travel outside the hospital to purchase them, this problem has been solved through the joint efforts of the Municipal Market Supervision Bureau, the Municipal Health Commission, and the Municipal Medical Insurance Bureau. In the pilot program first launched in Chaoyang District, Special Medical Food not only successfully entered medical institutions, but also was incorporated into the hospital information system (HIS system) management, achieving the full process convenience from document issuance to window requisition. For people with restricted eating, digestive and absorption disorders, metabolic disorders, or specific disease states, specialty foods are essential for maintaining health. In response to the pain point of "special medical food not being able to enter hospitals", the Municipal Market Supervision Bureau has broken through policy barriers and explored the establishment of a special working mechanism. Based on materials such as medical institution practice licenses, public institution legal person certificates, legal representative authorization letters, and food business registration information collection forms, the green channel method has been used to handle non-profit medical institution special medical food business registration for pilot hospitals (Beijing Chuiyahu Hospital), and gradually expanded to more hospitals. In order to improve efficiency and facilitate the application of medical institutions, the Municipal Market Supervision Bureau has further optimized and upgraded the "e-Window" government service system, realizing the full online processing of special medical food business registration for non-profit medical institutions, and helping to solve the difficulty of special medical food entering hospitals. At present, 12 non-profit medical institutions in this city have registered for the operation of special medical food. Previously, due to the lack of a unified national standard code and inclusion in the HIS system, it was difficult to refer to drug or consumables management for special medical food, which hindered the hospital's prescription, charging, distribution and other processes. To this end, multiple departments have collaborated to assign temporary codes to the HIS system for special medical food, and pilot hospitals have established a closed-loop management process of "doctor prescription nutritionist allocation physician review" to achieve traceability, statistics, and supervision throughout the entire process. The market supervision departments at both the urban and rural levels are simultaneously strengthening guidance in storage, operation, system, training, and other aspects to solidify the main responsibility of medical institutions for food safety. Beijing Chuiyaliu Hospital, as a pilot project, has established a full chain management system and standardized path for the selection, admission, and clinical use of special medical food, forming a replicable and promotable mechanism. At present, the pilot effect of "admission" and "system integration" of special medical food has begun to show, achieving a win-win situation for patients, medical institutions, and industry development. At the patient level, in-house medical food is readily available, and the medical experience has significantly improved. Patients in the nutrition clinic, hospitalization, and follow-up after discharge have all benefited from it. At the level of medical institutions, specialty foods have become scientifically standardized nutritional support tools. Through multidisciplinary collaboration and standardized construction, Beijing Chuiyaliu Hospital has effectively applied special medical foods in multiple departments, established an elderly nutrition assessment and intervention system, and improved the metabolic and clinical nutritional status of patients.
