The detailed rules subdivide the production license of food additives into six sub categories: single variety food additives, food essence, compound food additives, food nutrition enhancers, basic agent substances in gum based candies, and enzyme preparations, and carry out classified license review. At the same time, the principle of packaging food additives should be clarified, and it is prohibited to package varieties that have significant risks and hazards, belong to hazardous chemicals, and have special management requirements. For the products with prominent risks such as compound food additives and food essence, the detailed rules specify that on the basis of meeting the general review standards for food additives, they should also meet the additional review requirements such as formula research and development management, quality and safety control, corresponding compound principles, label and instruction management, further tighten the production license requirements, and improve the access threshold.
