Medical institutions in Beijing can set up service points in nursing homes

The Beijing Municipal Health Commission, Civil Affairs Bureau, and Medical Insurance Bureau, among other five departments, recently jointly issued a notice on the "Work Measures for Promoting the High Quality Development of Medical and Elderly Care Integration Services through the Promotion of Medical and Elderly Care Integration". The promotion of medical and elderly care integration in this city has been launched, and medical and health institutions will be supported to establish medical service stations in elderly care institutions. Medical and elderly care integration institutions will be included in the management of close medical consortia. Meanwhile, elderly care institutions can also entrust their internal medical facilities to medical and health institutions for operation. According to the above work measures, this city will reasonably layout medical and health institutions such as rehabilitation, nursing, and palliative care, and promote the construction of medical institutions such as streets (townships) and communities (villages) on the same site or adjacent to elderly care service facilities; Support medical and health institutions to establish medical service stations and family doctor workstations in elderly care institutions; Expand service supply and promote the transformation of secondary and below medical institutions with insufficient workload into rehabilitation hospitals, nursing homes, and hospice centers; Support the construction, renovation, and expansion of medical and elderly care facilities in comprehensive hospitals with conditions. Elderly care institutions can entrust their internal medical facilities to medical and health institutions for management and operation, and increase nursing type elderly care beds through various means; Optimize the service response and resource matching mechanism, promote the "multi bed linkage" of elderly care institution beds, family elderly care beds, family beds, rehabilitation nursing beds, palliative care beds, etc., and effectively connect services. Support the inclusion of medical and elderly care institutions in the management of close medical consortia. By the end of 2027, medical and elderly care consortia will operate effectively, and eligible and willing medical and elderly care institutions will generally be included in the close medical consortia. In the future, this city will strengthen cooperation in medical and elderly care agreements. The above work measures clearly state that health and civil affairs departments in each district should guide medical and health institutions and elderly care institutions to establish cooperative agreements in accordance with relevant documents, standardize the signing and fulfillment of cooperation agreements as agreed, and encourage paid and multi-level signing. Consolidate the "handshake" docking mechanism, and grassroots medical and health institutions should "sign as many as possible" for elderly care institutions that are willing to dock, and provide basic public health and basic medical services according to their responsibilities. If conditions permit, provide centralized home health management services once a year for elderly people aged 65 and above who reside in nursing homes. For elderly people with disabilities and dementia, health and civil affairs departments in each district should carry out health service actions for disabled elderly people based on actual conditions, and provide services such as health assessment, physical examination, and health guidance. Include centralized care services for economically disadvantaged and disabled elderly individuals in the list of social assistance services, assist those who are willing to choose suitable elderly care institutions, and provide subsidies. Carry out the Beijing Action Plan to Address Dementia in the Elderly and encourage nursing homes to establish dedicated areas (units) for the care of elderly people with dementia. Standardize the development of family elderly care beds and provide professional and standardized home care services for elderly people with dementia. In terms of home services, this city supports medical and health institutions with conditions to extend their services to community elderly care service institutions, providing a combination of medical and elderly care services for elderly people with disabilities such as disability, dementia, chronic diseases, advanced age, and disabilities. Establish and improve incentive mechanisms to support grassroots medical and health institutions to provide home visits, home beds, and other services to elderly people in need through the signing of family doctor contracts. The city supports the cooperation between medical and nursing institutions and medical institutions with Internet diagnosis and treatment capabilities to provide remote diagnosis and treatment, chronic disease management, rehabilitation nursing guidance and other services for the elderly living in the city; Encourage Internet hospitals to provide return visits for common and chronic diseases for the elderly at home; Explore the application of artificial intelligence in health management, monitoring, and care. By the end of 2027, all medical and health institutions (including those within elderly care institutions) that voluntarily apply and meet the conditions for medical and elderly care integration will be included in the designated medical insurance.
