The Opinion aims to optimize the environmental impact assessment work for pharmaceutical construction projects that undergo changes after completion and environmental acceptance, ensuring that environmental impact assessment management is "flexible and well managed", and enhancing the level of green development in the industry. The person in charge of the Environmental Impact Assessment and Emission Management Department of the Ministry of Ecology and Environment stated that the pharmaceutical industry is a strategic industry that is related to national economy, people's livelihood, economic development, and national security. It has the characteristics of high research and development demand, strong innovation vitality, and frequent changes. According to the Opinion, based on the rapid upgrading of pharmaceutical project products and the fact that most enterprises have adjusted their production equipment, raw materials, or product varieties after the project is put into operation, the management of project environmental impact assessment should be optimized, and it should be clarified that there is no need to reapply for environmental impact assessment procedures in case of changes during the project operation phase; Encourage multiple biopharmaceutical product manufacturing and laboratory level research and development projects located within the same industrial park to jointly prepare an environmental impact assessment document, and to "bundle" similar projects for approval, which not only improves management efficiency but also effectively reduces the burden on enterprises. To ensure that the environmental impact assessment management of the project is "flexible and well managed", the above-mentioned person in charge said that the "Opinions" put forward strict requirements for the prevention and control of environmental risks of new pollutants and various pollution prevention and control measures for air, water, soil, solid waste, etc. For example, to strengthen the prevention and control of new pollutants such as dichloromethane and trichloromethane, efficient air filtration or other equivalent measures should be taken to treat the dust and waste gas of antibiotics such as penicillin.
