The notice proposes that in order to further strengthen the management of designated medical institutions for mental illness medical insurance (including psychiatric departments of comprehensive hospitals, hereinafter referred to as "designated medical institutions for mental illness"), and severely crack down on illegal and irregular use of medical insurance funds, provincial medical insurance departments should organize collective interviews with the main responsible persons of all designated medical institutions for mental illness within their jurisdiction before this Sunday, and publicize relevant laws, regulations, and regulatory policies on medical security. At the same time, taking the recent media exposure of some designated mental health institutions in Xiangyang and Yichang cities of Hubei Province, as well as the problems discovered during previous medical insurance flight inspections, as negative cases, warning education will be carried out to strengthen the awareness of legal and compliant use of medical insurance funds by designated mental health institutions. Each provincial medical insurance department shall organize all designated mental health medical institutions within its jurisdiction to conduct comprehensive self-examination and self correction from now on, focusing on but not limited to inducing hospitalization, false hospitalization, fictitious medical conditions, fictitious diagnosis and treatment, forging documents, illegal charging and other illegal and irregular use of medical insurance funds, and consolidating the main responsibility of the institution and the management responsibility of the main person in charge of the institution. Each designated psychiatric medical institution should complete self-examination and self correction before March 15th, submit written reports, and complete refunds for illegal and irregular use of medical insurance funds. Provincial medical insurance departments are required to report their self inspection and self correction results to the National Medical Insurance Bureau by the end of March. This year, the National Healthcare Security Administration will focus on conducting special inspections of designated mental health institutions.
