Li Dachuan, Deputy Director of the Medical Administration Department of the National Health Commission (in charge of work), introduced that since 2025, the National Health Commission has launched the "Mental Health Service Year" initiative, which has enabled all prefecture level cities, municipalities, and districts in China to provide psychological outpatient services, providing convenience for the public. However, at the county level, there are still some gaps in psychological outpatient services. This year, based on previous work, the goal of adding 110 counties to provide psychological outpatient services has been proposed, which can be achieved through several aspects: on the one hand, promoting the implementation of the medical and health foundation project, increasing support for grassroots mental health specialties, continuously promoting personnel and service sinking, and through carrying out targeted support and mobile medical care, guiding targeted support hospitals to strengthen technical support and management assistance to county-level hospitals, and driving grassroots to improve their psychological outpatient service management capabilities. On the other hand, we will further increase the training and job transfer efforts for psychiatric specialists, promote the rational allocation of psychological outpatient personnel at the grassroots level, and strengthen the training of medical personnel to enhance their abilities and levels. By the end of November this year, efforts will be made to ensure that at least one county-level public hospital in counties with large populations and high demand provides psychological outpatient services, expand the supply of mental health services, further extend psychological outpatient counseling services to grassroots levels, and enable the public to obtain convenient and standardized psychological counseling services and specialized psychiatric services at their doorstep. At the same time, we will continue to strengthen the construction of psychiatry as a weak specialty, and increase support by incorporating it into clinical key specialties and provincial mental health projects.
