In Heilongjiang, high-quality medical resources are reaching grassroots and benefiting the general public through methods such as "package county" assistance and expert assistance in border areas. At present, the remote medical platform in Heilongjiang County can independently diagnose and treat 256 common diseases, covering more than 16000 medical institutions in the province, allowing people in remote areas to receive expert consultations at their doorstep. Bringing high-quality medical resources to the grassroots level and achieving accessibility is a key measure to fill the gaps in grassroots medical care, safeguard the health of the people, and strengthen the bottom line of people's livelihood security.

In recent years, China has comprehensively promoted the balanced development of medical and health services. From the implementation of the "Opinions on Further Improving the Medical and Health Service System" to the comprehensive promotion of the "Strong Foundation Project" in medical and health care. From the construction of closely knit county-level medical communities, to the targeted assistance of tertiary hospitals and the normalization of "group based" support for medical talents, to the layout and implementation of more than 100 national regional medical centers, China's grassroots medical and health service system continues to improve and service capabilities steadily increase.

Establish a complete chain system for targeted training, on-the-job training, and promotion incentives for grassroots medical talents, optimize the salary and benefits, professional title evaluation, and job promotion policies for grassroots medical staff.

Building a solid digital foundation and expanding the radius of inclusive medical services. Digitization and intelligence are effective measures to solve problems such as remote grassroots and insufficient resources. Promote the model of "distributed inspection at the grassroots level and centralized diagnosis at the higher level", implement the system of mutual recognition of inspection and testing results across levels and institutions, and promote the sinking of high-quality diagnosis and treatment capabilities at the grassroots level in provinces and cities.
